Major rework to some of the internal data and efficiency

• migrated dropdown data and made dropdown iterate over existing assets table

• reworked some of how the Localization key was made/ordered, adjusted/added more proper localization

Added color picker and Desaturation options

Added option to set the art spec-wide and ignore config loadouts

Added options to select other default spec backgrounds (Blizzard defaults)

Added a public API to allow other addons to add custom textures (see documentation at the bottom of TalentArt.lua)

Made it so that the spellbook/talent frame can't be dragged off the screen (even though my addon isn't the one that does this, figure i'll shove it in anyway because somebody isn't keeping it on the screen)
