agging for patch 5.2.0 second release

Robert Veitch:
    - moved some debug output around
    - added function to output debug messages should testmode be enabled
    - redid a bunch of code. now supports seeing which buff a druid has if they granted someone symbiosis. behavior may be slightly buggy
    - added a reset to the tooltip text so units without symbiosis dont appear to have it
    - added buff targetfinder to function and replaced old code with it. also added the beginnings of support for arenas/partys
    - added tooltip text to mouseover target that displays their symbiosis buff (if it exists)
    - adding pkgmeta for curse
    - updated addon category
    - changed spell_names from being static strings to being localized strings thanks to GetSpellInfo()
    - cleaning out useless functions
    - bunch of code that works. also i really hate lua
    - core logic structures
    - toc file for 5.2
    - initial file commits
