v2.0.2 - GearScore Tooltip Fixes

Fixes the "Out of range" error spam reported on CurseForge (thank you for the report!):

• Fixed GearScore tooltip option being ignored when its saved value was missing - the checkbox could show unchecked while the feature still ran in the background. Toggling it on/off was the old workaround; no longer needed.
• Added a 10-second per-player cooldown on inspect requests - hovering players no longer re-fires an inspect on every tooltip refresh, which was the source of the red "Out of range." error spam.
• GearScore tooltip default is now applied at addon load instead of 1 second after entering the world.
