v1.9.9 - Custom Rotation Fix

Fixed a bug where spells removed from a custom rotation (e.g. Serpent Sting on Hunter) were still being recommended.

- When custom rotation is active, the spec rotation no longer overrides your choices
- If your custom rotation has no matching spell, the addon will try alternatives from your custom list instead of falling back to the default spec rotation
- Added IsSpellInRotation helper for accurate custom rotation filtering
