Fixed Retribution Paladin seal reminder not appearing during combat for characters who cannot seal twist (e.g. leveling paladins without Seal of Blood/Martyr).
- Seal of Command (or Seal of Righteousness) is now correctly recommended when no seal is active
- Previously only worked when seal twisting was disabled in settings
