v1.7.9 - Fix non-English client localization

Fixed hardcoded English spell names that broke cooldown tracking, buff detection, and racial abilities on non-English clients (deDE, esES, frFR, zhCN, jaJP):

• All RegisterCooldown calls now use localized spell names (Hunter, Warrior, Mage, Priest, Shaman, Paladin, Rogue, Druid) • Fixed burst buff and proc buff detection in PvP threat assessment • Fixed racial ability cooldown tracking (Blood Fury, Berserking) • Fixed "The Beast Within" buff fallback for Beast Mastery Hunters • Fixed duplicate "Avenging Wrath" translation in German locale • Added missing locale entries for 8 spells across all 6 languages
