    Stagger comms sends across frames to eliminate CPU spikes

    BroadcastFullState and BroadcastIncrementalState now schedule
    their serialize+compress+send work 0.15s apart instead of doing
    it all in a single frame. Publish cooldown increased from 3s to 5s
    to reduce churn during active crafting. Fixes empty-if-branch lint
    warnings in Comms.lua. Bump version to 0.6.5.
