Allows you to pre-set soft targeting ranges pre spec and class

If you're using dynamic action targeting, you might want to tweak your soft targeting ranges. This addon'll make it easy to do so, and apply the correct range based on your class and spec. Even changes range if you change spec to one with a different value set.
