### Fixed
- **Members no longer stay stuck showing "out-of-sync ruleset."** A member who missed a ruleset broadcast because they were loading in, briefly out of range, or the guild-channel message got dropped could sit flagged as out-of-sync in the Compliance roster indefinitely, since the only resync retry ran once shortly after login. Every member now notices when a guildmate's regular status update reports a newer ruleset than their own and quietly asks the guild to resend it, so stragglers catch up on their own within a minute or two without needing to relog. The extra request is throttled and answered just once guild-wide, so it adds no meaningful channel traffic even in large guilds.
