Enhance Warrior Arms and Rogue Assassination rotations
- Updated Recklessness and Bloodbath conditions in single target and AoE actions for Warrior Arms to include target time to die and elapsed time checks.
- Added a condition to ensure Colossus Smash is applied first in AoE scenarios for Warrior Arms.
- Updated Assassination pack version and rotation logic for Rogue Assassination.
- Updated Arms pack version and rotation logic for Warrior Arms, removing duplicate stance aura synthesis block.

Refactor ability toggles across various classes and specs
- Updated toggles for cooldowns, defensives, and interrupts in Paladin, Priest, Rogue, Shaman, Warlock, and Warrior specs.
- Ensured consistency in toggle definitions and removed redundant entries.
- Adjusted ability handlers to align with new toggle structures.
- Improved clarity in comments regarding ability functionality and toggles.
- Fixed issues with ability IDs for stealth in Rogue specs to ensure correct buff recognition.
- Enhanced state management for toggles in the State.lua file to prevent unintended overrides.
