    v2.4.0: Auto-enumerate factions from API, unify popup with LibQTip

    - Replace hardcoded SR.FACTIONS list with API-driven enumeration
      (GetNumFactions/GetFactionInfo); new P2~P4 reputations now appear
      automatically once unlocked on the character
    - Add metadata for Ogri'la, Sha'tari Skyguard, The Consortium,
      Kurenai, The Mag'har, Netherwing, Shattered Sun Offensive; vanilla
      factions fall into a new "Other" category
    - Rebuild popup on LibQTip to share rendering with the hover tooltip;
      drop the custom frame, row pool, progress bars, and CreatePopup
    - Fix session diff inflation across standings: split session state
      into baseline + accumulated so cross-ding gain reports actual rep
    - BE-style header colors (ltblue expanded, gray collapsed) and
      faction name color (ltyellow); category collapse is account-wide
      via SimpleRepuDB and shared between popup and tooltip
    - Sub-tooltip now anchors to the outer tooltip frame instead of the
      row, so dungeon details no longer overlap the popup
    - Korean name corrections: 식물원 → 신록의 정원, 그림자 미궁 →
      어둠의 미궁, 강제노역소 → 강제 노역소; add Arcatraz (알카트라즈)
      to The Sha'tar
