ShoutItOut was a addon created for the purpose of simplifying macros that announce a spell. As a example if a tank needs to announce last stand and this addon has it listed it may yell for example "Casting Last Stand". It helps communicate with people without typing or talking on vent.
A macro looks like the ideal solution till you consider it will yell even if you don't cast the spell because its on CD, GCD or it was canceled if it was a channeling spell.
