Shaman Resouce Bar

*Optimized the tracking of maelstrom weapon when using the 5+5 split mode.
*Fixed a visual bugg when in 5+5 split mode and reaching certain amount of stacks that made the bar very visually bad and confusing.
*Removed Outer Glow for now, still working on a viable and visually pleasing option.
*Some restructuring under settings.
*Added the option to change the fontstyle/size/placement for all 3 specs for those who dont want to have different across the board.
*Added up to 4 static threshold markers for elemental with some customizability (width/color).
*Added more visibility options like "Hide when mounted" etc.
