Make noise when the servr is going to restart

Make some noise when a server restart is about to happen.

Also make some noise when you're about to be logged out for being AFK.

Theory is that this might be of use when you're sitting there camping for something and not paying direct attention to your WoW window. Notification that the restart is about to happen will (a) let you have one last look around, and (b) know to log back in right away to catch rares whose spawn timer was reset by the restart.
