Handle DataStore modules of varying development versions.

If you're using DataStore alphas, and Rundown isn't seeing a module which you
believe should be there, toggle on the printing of startup status at the top
of RundownIV/main.lua

Move older tags to localtags in preparation for 2.0, to try and avoid the
freaky WowAce repo building errors.
