6.8.10: Award announcements & history cleanup

Changed

• Changing an award now says so in raid chat: "Changed [item] from Alice to Bob" instead of a second "Assigned" line.
• Re-opening an awarded item is now announced: "[item] assigned to Alice was re-opened for bidding".
• Award announcements use short names (no realm).
• Loot History (/rqlh) now keeps one entry per item. Changing or re-opening an award updates that entry instead of adding another, so it shows who ended up with the item.

Fixed

• Several quick awards in a row could cut off the raid chat announcement. Long announcements are now split across multiple messages.
• Clicking between players quickly now only announces the final choice.
• Re-opening an item right after awarding it could leave other players seeing the old winner.
