Updated version of RoguePowerBars. This mod was originally created by Domia and hasn't been updated for a few years. It is working in TBC anniversary but haven't tried in Retail.

Description
To configure use "/rpb" or open the standard addon settings tab.
Simply add buffs or debuffs and position the bars where you want them. Just like the good old days, except for the coloured bars so they are currently grey background. Main thing is the addon is working for now, so enjoy.
As I had someone update this for me, I am just sharing it for people to use.
