Fixes issue with newly encountered factions and code cleanup

Robert Veitch:
    - Removed useless PLAYER_LOGOUT event
    - TestMode now uses saved variable in checks
    - Added new command to turn debugging on.
    - Fixed new factions erroring on first rep gain
    Bug has been around for many years.. finally fixed!
