Fixed rare bug when FactionTable didnt populate. Also secondary slash command!

Fluxflashor:
    - Added /repswap to avoid Slsh Cmd conflicts
    - enUS Localization initial setup.
    - Setup the FactionTable again when player hits a loading screen
    - Makes more sense to setup the db on the next reputation gain
    - FactionTable now populates on first reputation gain of the session Fixes #2
    - Faction table deletion when disabled
