Bugs with cross-server players might have been fixed: Spells not being detected and players not being removed after leaving the party.

Major overhaul of the code to support non-druid CDs
Raise Ally and Soulstone are now tracked along with Rebirth as Battle Rezzes
Mana Tide Totem and Hymn of Hope are now tracked along with Innervate as Mana CDs
Added option to hide Mana CDs from certain specs
Added announce to custom channel
Added option to customise more announcements
Added option to announce when a spell failed to cast
Announcement section of the config menu should now only show options relevant to your class
Position of frames now saved manually to avoid having them being reset
Now shows how many battle rezzes you have left in raid combat
Clicking on a battle res timer will now ask that player to res you if you're dead
New code is probably less prone to bugging out with non-English lozalisations (if there were any)

- Updated Ace3 libs to r1025: Options menu should now look normal
- Timers should no longer be delayed by loading screens
- New cooldown will now overwrite old one even if it's in progress (shouldn't even be needed with the other fix in this revision, but just in case...)
