More or less complete rewrite:
- Will now intelligently ignore afk/offline people in g3+ (6-18 raid size) or g6+ (19-34 raid size) and not wait for them
- Will still announce people in those groups saying "no" though!
- Raid officers will now announce if raid leader does not have ReadyCheckAnnouncer.lua
- Handshakes are done to prevent multiple announces
