RaidVote - Secret voting system for Raids

Changelog

- Fixed vote window closing immediately after casting a vote so players can still monitor the remaining time.

 - Enabled movement for the voting window so it can be dragged to a preferred position on screen.

- Corrected result announcements so only the Raid Leader publishes the final voting summary and winner message.
