feat: switch talent loadout by clicking its name
The Talents tab only flagged loadouts for raid and Mythic content; loading
one still meant opening the talent frame. The name is now a button: it loads
the loadout through C_ClassTalents.LoadConfig and follows up with
UpdateLastSelectedSavedConfigID, which is what both the talent UI and our own
active-loadout lookup read back.
Applying a build is a cast the server confirms, so the row that was clicked
reads "(loading...)" with a growing ellipsis until TRAIT_CONFIG_UPDATED,
ACTIVE_COMBAT_CONFIG_CHANGED or CONFIG_COMMIT_FAILED comes back - a ten
second timer is only there so a swallowed event cannot leave the marker up.
A second click is ignored while one swap is still in flight, and in combat
the click is turned away with a message rather than a failed call, since the
client would refuse it anyway.
The hint gained a second line, so the list starts 16px lower.
The smoke test drives the new row: it stubs the talent API, clicks a name,
and checks the marker appears, blocks a second load and gives way to
"(active)" once the config is confirmed. C_Timer.NewTimer no longer fires
its callback immediately there - the failsafe above is its only caller, and
firing a ten second timer on the spot would undo what the test checks.
