- Restored live cooldown sync during raid combat and Mythic+ combat.
- Disabled the restricted-communication queue from blocking live cooldown broadcasts.
- Cooldown messages now send immediately again instead of waiting until combat ends.
- Keeps PARTY, INSTANCE_CHAT, RAID, and addon WHISPER fallback behavior.
- Keeps recent-addon-user checks so disabled or inactive addon users do not show stale bars.
- Keeps incoming name matching fixes for base-name vs realm-name cooldown messages.
