RaidCooldowns Client Plugin 1.1.7 Beta

- Added restricted-communication handling for raid boss and Mythic+ combat.
- Cooldown sync messages are now queued when addon comms may be restricted.
- Queued cooldown messages are flushed after combat, encounter end, or world transition.
- Keeps raid sync fallback behavior using RAID and addon WHISPER when comms are available.
- Keeps Mythic+ sync fallback behavior using PARTY, INSTANCE_CHAT, and addon WHISPER when comms are available.
- No visible player whispers are sent; WHISPER sync is addon-only communication.
