RaidCooldowns Client Plugin 1.1.5 Beta

- Added addon WHISPER fallback during raid cooldown broadcasts.
- Raid cooldowns now send through both RAID and silent addon WHISPER sync.
- Improves cooldown tracking reliability during raid boss encounters.
- Keeps Mythic+ behavior unchanged: cooldowns continue to broadcast through PARTY, INSTANCE_CHAT, and addon WHISPER fallback.
- No visible player whispers are sent; WHISPER sync is addon-only communication.
