Load on demand

Mark the dictionary load-on-demand: QuestWordHunter 1.22.6 reads it at login when this is the language being learned, or when it is picked in the settings, so having several dictionaries installed costs no memory for the ones that are not in use. It needs QuestWordHunter 1.22.6 or newer; an older one never loads it. Minimum version and README updated.

Declare Retail 12.1.7 PTR interface compatibility

Review API changes between live 12.1.5.70448 and PTR 12.1.7.70424. Keep existing client interfaces and add 120107 only to Retail manifests. Compatibility is based on source inspection and offline checks; PTR gameplay has not been verified. No unit tests were added or changed.
