Added placeholder files for non-enUS locales.
Added a script to search QHConfig.lua and Locale/enUS.lua files and report differences (items in one but not the other).
Added a section to Global options for common slash commands. Currently supported are purge, hard reset, submit, changes, hidden and incomplete.
Cleaned up the code and added a few alpha/do-not-package tags to QHConfig.lua
Removed some unused locale entries from enUS.lua
