Added an option to silence quest progress broadcasts.  This will allow you to only send messages when you are accept or complete a quest.  Very helpful if you are a taxi for your friend and you need to know if they got the quest too before you fly off.

 

Fixed UI_INFO_MESSAGES to use GlobalStrings instead of manually update the msgtypes.  This should keep that part working through updates.
