LibRoman-1.0: Library for converting Arabic Numbers to Roman Numbers and vice versa

- Initial Commit.
- Only converts valid Roman Number strings to Arabic Numbers, invalid strings will be discarded even if they look valid (for example IIX will be discarded as the correct way to write it is VIII).
