detects buff and cooldown length from the potion

- adds a Sound header, moving the two sound pickers out of the Combat Potion
  section
- adds an Override Detected Settings checkbox, the duration sliders grey and
  stop taking input while it is off
- reads both durations off the item tooltip and writes them into the profile,
  on config open, on an item change and when the override is switched off
- requests the item load when the tooltip is empty and re-detects on
  ITEM_DATA_LOAD_RESULT
- schedules the off cooldown sound from the configured cooldown rather than the
  raw item cooldown
- adds an addon compartment entry, three TOC handler names and the globals they
  resolve to, the click opens the settings dialog
- adds /pt item <id>, a copyable dump of the client's item data
- names the config branch explicitly in the slash handler
- pins RUI 1.5.0 in .pkgmeta, bumps version to 1.2.0
- documents the compartment entry and rewrites the duration bullet in cf.md and
  the README
