Prevent use of the protected SpellStopTargeting by relying on ClearCursor where available to avoid ADDON_ACTION_FORBIDDEN/taint; apply same fix when the world map closes. Bump Portable version to 20.0. Rework the Reorder UI: add internal drag-and-drop handling (no StartMoving), hover/drag borders with a SetRowBorder helper, fixed scrollbar positioning for template insets, improved row visuals and text layout, and refactor Do_ReorderList to accept from/to indices and move items accordingly. Miscellaneous robustness and cleanup.
