Bump version to 19.8 and refactor the Reorder UI into a proper scrollable container. Changes include: reserve space for bottom buttons, set explicit frame size, add an info label, create a container with a UIPanelScrollFrameTemplate and internal scrollChild, move list rows into the scrollChild, reposition the scrollbar inside the container, add mouse-wheel scrolling with clamping, keep scrollChild width synced on resize and clamp vertical scroll to avoid empty space. Button callbacks/layout were simplified and row layout updated in UpdateUI_Reorder. Miscellaneous layout and formatting cleanups retained the workaround of calling Apply_Reorder twice.
