Update options registration and config opening to use numeric category IDs returned by AceConfigDialog:AddToBlizOptions. Store those IDs in me.Options.categoryIDs in Portable/Options.lua and use them from Portable/Main.lua when calling Settings.OpenToCategory, with a fallback to the addon title string for older clients. Also bump addon version in Portable.toc (19.5 -> 19.6).
