PlayerCastBars(reworked and ultimate castbars)

channel cast ticks are causing erros so for now they wont be any ticks showing on the channel cast since blizz dosent it it happen it will work for 2 min and then it will say its secret so might as well just remove it untill a better fix is possible for that sorry :(

essential and utility should have correct width set for cooldown manager i try with my addon adn with base skin on cooldown manager so let me know if that might not be correct for other addons
