PlayerCastBars(reworked and ultimate castbars)

fix some tweaks you can load them only now with /pcb /tcb /fcb no interface options menu and only profile for palyer cast bar  target cast bar can be disabled and also enable blizzards default castbar after reload i did make the color green for target castbar still havent found a way for coloring if target cast is interuptable or not so for now you will have to look at nameplate if you use target and focus untill i make them be 2 diffrent colors for those....
