Fixed glow

- Updated settings storage to use per-character configuration.
  PartyPortraits settings are now saved independently for each character,
  preventing changes made on one character from affecting other characters.
  Updated minimap button visibility, frame settings, and addon preferences
  to respect the active character's saved configuration.

- Corrected overlay reminder glow filtering.
  Fixed a bug where the glow state was being applied independently of
  reminder availability, causing characters without configured PartyPortraits
  reminders to display glow effects. Glow processing now only occurs when
  a valid reminder entry exists.
