Removed broken code that tried to hide the scrollbutton background; it was breaking the buttons and I don't have time to fix it right now.

The mouseover highlighting on the chat tabs is sized strangely and offset slightly. I will figure out the correct code when I am not mostly asleep from moving furniture.
