OCPI - Offensive CD Power Infusion/PartyIcon

- Added experimental Patch 12.1 support through Blizzard's
  secure CustomAuraContainer API.
- Added per-class Spell ID filters for eligible helpful
  offensive auras on party frames.
- Secure 12.1 alerts use the aura's real duration and do
  not require the other player to run OCPI when Blizzard
  exposes the aura.
- Kept 12.0.7 readable-aura, cast, and optional OCPI
  synchronization as compatibility fallbacks.
- Added feature detection and /ocpi status output for the
  12.1 aura-container backend.
- Prepared secure aura containers for Blizzard and all
  supported third-party party frames during frame scans.
