Oakshlaran:
    - Bump TOC for beta
    - Fix coding style and change inspec target dump
    - Fix oorRegister not getting purged when polling
    - Fix duplicating players in the oor register

    - Disable no-lib packaging
    - Fix for case of nil unitID passed when spec changed fires.
    Not sure why nil was being passed with the event. This could turn out to
    be a dumb way to fix it - we'll see.
    - Fix party members being purged when polling group
    - Fixed bug cause by changing field name in dataspec
    - Fixed polling and updated dataobject spec.
    - polling should now work properly (and when in party)
        - the dataobject now has a boolean polling field
    - Attempted update for raid polling - needs testing.
    OIB should now repeated restart to polling in the event that the
    inspection sequence stops (presumably this is caused by the server).
    - Rearranged library inclusions; added .pkgmeta.
    - Initial commit.
