  fix: Sort groups loops swapping players (tanks) until NSRT's timeout
• fix: sort groups no longer loops swapping players (tanks) until timeout
  NSRT's ArrangeGroups checks each player's slot inside their group and reads
  that slot from raid index order, which moving players never changes. Arrange
  sent each group in roster slot order, so whenever that differed from raid
  index order (almost always), NSRT kept swapping the player out and back until
  its 25s timeout, often leaving people in the wrong groups. Tanks, usually in
  slot 1, showed it most.
  Send each group's players in raid index order instead. The groups are the
  same; only the order NSRT is asked for inside a group changes, which the game
  can't set anyway.
