Fixed some TBC load issues.

Added some fixes for sounds not playing when you get a world buff if you were on a different layer than the quest was handed in on (this broke when buff npcs stopped yelling on all layers before a buff dropped).
Fixed /dmf command that was broken in last update (it started opening the helper window instead of showing next spawn, there is a seperate /dmfhelper command for that).
