- fixed NotesUNeed tooltip displaying incorrect talent spec for local player
- when creating a new player note, or updating an existing player note by clicking the "Target Info" button (while having that player targeted), both active and inactive talent specs will now be recorded and displayed in the NotesUNeed tooltip.

- fixed lua errors in talent data upgrade code
- moved loc strings that were assigned to other loc strings out of loc files into normal lua

- added support for showing icon & menus in TitanPanel
