• mage(frost): fix shatter combo with Comet Storm
  The check for Shatter needs to happen at the start of the priority
  list so it has highest priority immediately after the Comet Storm
  cast.
• mage(frost): adjust Blizzard usage for cleave situations
  When doing 3-target cleave, Blizzard should be cast.
• mage(frost): only suggest Arcane Explosion if in range of the mobs
• mage(frost): don't suggest Icy Veins if the buff is still up
  Frost mages with Icy Propulsion conduit gain a cooldown reduction
  effect on Icy Veins, so it's possible with enough critical strikes
  to make Icy Veins available again before the previous Icy Veins
  buff expires. Check that the Icy Veins buff isn't present before
  suggesting the ability.
• feat(mage): support Nether Tempest conduit for arcane mages
• fix: use correct localization for arcane mage AP burn icon
• fix(scripts): prefer not BuffPresent() to BuffExpires()
BuffExpires() doesn't work intuitively if you use a spell list
  instead of a single spell for the condition parameter, so use
  not BuffPresent() instead.
• feat(druid): suggest offensive CDs more aggressively in bear form
  The offensive CDs were typically hidden behind offgcd defensive CD
  spells, so they were not prominently displayed. Move the offensive
  CDs in bear form to the shapeshift/offense icon instead.
