• chore: regenerate action packs
• fix: update for protection warrior Seeing Red in patch 11.1
  In patch 11.1, Seeing Red stacks up to 100, with 2 stacks generated per
  5 Rage spent. Adjust how Seeing Red is handled so that the appropriate
  ability is cast to proc Violent Outburst.
  Also move free Revenge and Execute procs higher in the APL to avoid
  wasting Rage.
• fix: adjust VDH APL based on YoDaTV's VDH M+ guide for 11.1
  Change the Aldrachi Reaver opener to consistently use Fel Devastation
  first before Metamorphosis, and to use abilities that generate actual
  threat instead of just tagging mobs.
  Consolidate the Aldrachi ST and AOE action lists into a single action
  list due to only minor differences between the two.
  Support using Aldrachi builds that don't take Spirit Bomb.
  Only sync up Fiery Brand with Fel Devastation or Metamorphosis as
  Fel-Scarred with Down in Flames and 2 charges of Fiery Brand.
• feat: support Swarmlord's Authority trinket for early TWW2
• fix: use action.<sigil>.placed to simplify sigil usage
  Use action.<sigil>.placed to replace line_cd or counting GCDs to
  prevent a sigil from being recommended while it's placed but not yet
  activated.
