• Add gear broadcast retry when tooltip scan is incomplete
  After the login gear broadcast, compares collected item count to
  equipped slot count. If items are missing (tooltip data not yet loaded
  from the server), retries up to 3 times at 3/6/9 second intervals.
  Each retry re-collects and re-broadcasts. Resets after a successful
  full collection or after exhausting retries.
  Also adds /narc gear debug command for diagnosing slot detection.
