• Update Ace3 libraries and deployment scripts
  Added and updated multiple Ace3 library files to newer versions, including AceBucket-3.0, AceComm-3.0, and ChatThrottleLib. Improved .github/deploy.ps1 for better path handling and XML parsing. Added new documentation and workflow files, updated CHANGELOG and TOC, and introduced new data and UI files. These changes improve addon compatibility, maintainability, and deployment automation.
