Charges, Icy Talons, Alpha-levels on Cooldowns and default Rune color

    - Support for abilities with charges, e.g. Epedemic Added Icy Talons as a timer-bar
    1.35 (not sure if I broke the comitt, but these were the changes in 1.35)
    Toggle rune color to be default color instead of class color
    Option to hide the cooldowns when out of combat (With alpha levels)
