MiliUI Cooldown Manager

Takes over Blizzard's built-in Cooldown Manager and reworks its layout, appearance and text. You adjust every setting directly on a live preview, and changes apply right away.

Changes
- The default countdown time format is now Minutes:seconds, so a cooldown or buff with two minutes or less left shows as 1:59 instead of 2m. Profiles that were still on the old Minutes default switch over automatically. To go back, use Text > Countdown > Time format.
