MiliUI Cooldown Manager

Takes over Blizzard's built-in Cooldown Manager and reworks its layout, appearance and text. You adjust every setting directly on a live preview, and changes apply right away.

Fixes
- The "Minutes:seconds" time format now works like Blizzard's own timers. Durations of 2:00 or less show as 2:00, 1:59 ... 1:00, then 59, while longer ones fall back to minutes (3m, and hours past 90 minutes). It used to show minutes:seconds from 60 seconds up to 59:59. You can change this under Time format.
- If you use two talent loadouts in the same specialization, switching loadouts no longer sends newly available spells to the end of the bar. Spells you haven't learned now keep their place. In the settings preview they appear grayed out, and you can still drag or remove them.
